The Bi-racial Committee was established by the U.S. District Court in 1975 in connection with the settlement of a lawsuit brought by the National Association for the Advancement of Colored People (NAACP). The committee is composed of twenty citizens appointed jointly by the NAACP and the School Board.

The committee is an autonomous body. The committee makes recommendations to the School Board in any matter affecting the school system, particularly with regard to faculty employment practices and student discipline, including suspensions and expulsions.
